Job Purpose.

A primary responsibility of the Partnership Impact Data Quality Assurance Advisor is to develop procedures to enhance the accuracy and integrity of organizational reach and impact data. A role holder will be performing data quality analysis, collaborating with a new data acquisition platform developer as well as DME to enhance quality of data collection and storage procedures. Advisor will also be responsible for consistent communication of data issues and improvements for informed decision making by leadership. In addition to aforementioned, custodianship of the Our Impact Our Story Impact Frame with its Impact Statements, Themes and the most critical indicators is among top priority requirements which would be delivered by the Partnership Impact Data Quality Assurance.

Major Responsibilities.

Data Quality Standards 

  • Develop, maintain and enhance minimum data quality standards in the field per Partnership Impact Measurement Framework (PIMF) requirements in close collaboration with the chief data officer/GDT and DME/Integrated Ministry
  • Analyse minimum data quality requirements existing internally as well as those recommended by key donors and industries
  • Evaluate and summarize minimum data quality thresholds in consideration of sectoral and/or functional industry requirements

Data Quality Assurance System Performance & Field Practices

  • Perform statistical tests on large data sets submitted by the FOs per PIMF realization to determine data quality and integrity in partnership with the Partnership Impact Data & System Analyst(s)
  • Determine root causes for data quality errors and make recommendations for their long-term solutions
  • Research and determine scope and complexity of data quality issues to identify steps to fix them
  • Develop and execute data clean-up measures in partnership with key stakeholders
  • Continuously consult and cooperate with the new data acquisition platform developers to improve data collection and storage processes
  • Continuously evaluate performance of data acquisition system and tools in consultation with the chief data officer/GDT and DME/Integrated Ministry
  • Develop process improvements for continuous data quality assurance in consultation with the chief data officer/GDT and DME/Integrated Ministry

Act on Our Impact Our Story Impact Frame Management & Maintenance

  • Day to day review and need driven maintenance of the Our Impact strategic indicators’ lists under the supervision of the Partnership Impact Measurement and Reporting Director
  • Day to day need driven contribution to process of crowdsourcing of Our Impact indicators to ensure continuous connection between lower level indicators with higher level indicators
  • Day to day maintenance of the Our Impact strategic indicator catalogue to ensure smooth and efficient Partnership impact reporting under the supervision of the Partnership Impact Measurement and Reporting Director and close consultation with the DME/MI
  • Continuous support and technical review of the Our Impact Our Story Frame with its Impact Statements, Themes and indicators to identify key findings and share them with the leadership for informed decision making

Data Quality Awareness & Communication

  • Consistently communicate data quality issues to key stakeholders in regards to how data is collected, stored, reported, processed etc.
  • Inform business decisions and prioritize information system needs per data quality findings
  • Determine business impact level for data quality issues
  • Facilitate continuous improvement of data quality assurance in the field through their support and capacity building in close collaboration with the DME/Integrated Ministry team as well as data acquisition platform developers/GDT

Other

  • Support successful realization of new initiatives and projects of the Strategy Evidence Team evolving gradually
Required profile for job ad : Partnership Impact Data Quality Assurance Advisor

Knowledge and Education

  • MA/MSc or equivalent Degree in statistics, mathematics, computer science, information management, or similar
  • At least 7 years of experience of working in the area of data analytics and data quality assurance
  • Proven experience of working in the field DME, especially in the fragile and grant context
  • Proven experience of data collection and analysis across different funding streams and program types
  • Proven experience of data quality assurance and management
  • Proven experience of managing complex data acquisition tools and platform
  • Proven experience of reviewing and ensuring quality of indicators in the frameworks and tools of data acquisition and management
  • High proficiency in statistical analysis
  • High proficiency in various statistical software of data science (e.g. STATA, R etc.)
  • Proficiency in programming languages, including Structured Query Language (SQL) and JavaScript would be strongly preferred
  • Experience in developing and/or maintaining various data platforms

Language Requirements: Effective in written and verbal communication in English
